Fraser Residence Promenade is a new residential development in the prime District 9 River Valley area. It offers a chance to own a brand new freehold home or investment property within a reasonable walking distance from Orchard Road, at a lower quantum than most other developments in the vicinity.

This project is being launched by Roxy-Pacific Holdings, a locally grown firm with a penchant for spotting and acquiring freehold land, and building smaller, more affordable units. It will open for sale around mid to 3rd Quarter 2018.

Background to the Frasers Residence Promenade Condo

The Fraser Residence Promenade condo site was formerly vacant land, zoned under the URA 2014 Master Plan for residential apartment development. It was acquired by Roxy-Pacific through its fully owned subsidiary, RH Capital Two, for SGD$110 million via private treaty, in August 2017.

On top of that, there was a development charge of around SGD$17.6 million.

Teo Hong Lim, executive chairman of Roxy Pacific Holdings, said at the time of the acquisition, that the land cost of $1,582 PSF per plot ratio, was premised on the company’s view that prime properties were undervalued, and was in recovery mode.

His view has been fully vindicated by a rapidly rising market since then. New properties near by are now selling at over $3,000 PSF, and cost of land alone in the further out Bukit Timah area is already close to $2,000 PSF.

About the Fraser Residence Promenade Singapore Neighbourhood

This area is in District 09, one of the most upmarket districts in Singapore, and on the fringe of the Orchard Road shopping belt. The neighbourhood is an almost exclusively private residential estate.

Frasers Residence Promenade has the added attraction of being across the road from the highly rated River Valley Primary school, and certainly within the all important 1 km radius of it.

Shopping-wise, the Fraser Residence Promenade location is a 650m walk from Great World City mall, a 700m walk to 111 Somerset, and around 900m to the Orchard Road shopping district.

Currently the site is about 950m from Somerset MRT station. But what is more important is that by the time the Fraser Residences Promenade condo is ready to move into, the Great World MRT station, 200m or 3 minutes walk away, will have completed in 2021.

The Frasers Residence Promenade Singapore site is within a residential zone at River Valley, with a direct frontage to River Valley Road to its south. On its east is Wilmer House, a mid-rise apartment block. To its west is Riverdale Residence, with the Verv @ RV beyond that. Both are roughly the same height as what the Fraser Residence Promenade condo will be.

However, Fraser Residences Promenade has a fair bit of breathing space, as the southern half of it overlooks the tennis court of Wilmer House on one side, and the pool of Riverdale Residence on the other. To the back of the site are a landed house and a low-rise apartment block, so it is pretty unblocked on that side too.

After factoring in development, construction, overheads, and financing, the break even cost could be as high as $2,200 PSF PPR.

The Fraser Residence Promenade pricing strategy should follow that of Guocoland’s Martin Modern, says Religare Capital Markets.

Only a 10-min walk away, the 99 year leasehold Martin Modern is currently selling at around $2,600 to $2,800 PSF, and is 56% sold. Freehold property is typically priced at around 20% to 25% higher than for leasehold property.
