Parc Clematis is a new 24-storey tall condominium being built at Jalan Lempeng in the Clementi neighbourhood. It will replace the former Park West condo. This is the only upcoming residential project within walking distance of Clementi MRT station, that is also on the doorstep of a highly ranked primary school.

The Parc Clematis condo sits within a purely private residential estate. Besides a couple of other condominiums next to it, the rest of the neighbourhood comprises the landed houses of Faber Hills Estate.

To the west, work is ongoing at the Jurong Lake District to turn it into the second CBD (Central Business District) of Singapore. A number of statutory boards and Multi-National Corporations (MNC) will be moving their offices there. Along with all that will come growth in the workforce there, that will increase demand for accommodation.

The highest capital appreciation potential is usually to be found in growth areas. Hence the Parc Clematis condo will benefit from the Jurong Lake District development as a major economic hub.

At the moment, Parc Clematis is about 11 to 12 minutes walk from Clementi MRT station. But eventually, once the HDB precinct across the road is built, a short cut could possibly be created that will shave some of that walking time to around 6 to 7 minutes.

The Parc Clematis condo will suit different buyer profiles. For families with young children, the fact that it is directly opposite Nan Hua Primary school could be a huge attraction. Your kid can literally walk to school in less than 5 minutes, door to door.

That would be a great help to young kids especially – being able to wake up later, avoid a tiring journey to and from school, and give them more rest and study time. As this is a co-educational school catering to both boys and girls, once the first child gets in, the rest can follow suit.

For working adults too, being so close to the 2nd CBD of Singapore, and not too far from the Shenton Way / Raffles Place / Marina Bay Central and Financial Districts would be very helpful as well. Incidentally, Clementi MRT station is on the East-West line, that goes directly to both the Raffles Place / Marina Bay area, as well as to the Jurong Gateway precinct.

The site was previously that of Park West condominium. SingHaiyi, the developer, clinched it in an en-bloc collective sale, in January 2018. Being in an established estate, it is well supported by the basic amenities, such eateries and supermarkets, shops and banks, and sporting facilities.

The land has a plot ratio of 2.1, enabling the Parc Clematis condo to be built up to 25-storeys high. That makes it shorter than Trilinq to its north (that has a plot ratio of 2.8), and taller than Hundred Trees towards its south (1.6 plot ratio). Hence high units facing south will get unblocked views, as well as those units facing west that overlook the low-rise landed housing estate in that direction.

One notable disadvantage is that units on the south of the site facing the AYE (Ayer-Rajah Expressway) could get the noise of the traffic. But blocks further in won’t be as affected, so it is advisable to come in earlier for this project.

The Four Collections

The 9 tower blocks of Park Clematis are designed in three architectural styles. Four of them in the Contemporary range, three in the Elegance range, and two in the Signature range.

While the strata terrace houses and bungalows form the 4th, the Masterpiece collection.

This distinction in architectural styles between them, helps to break up the monotony of a rather large development. Visually it is almost like three separate projects. It also provides interest and identity to the towers.

The Parc Clematis site is one of the largest for new developments, covering an area of more than 630,000 sq ft. The shape of the land is roughly squarish, with a corner cut out on which stands a neighbouring condo, Regent Park.

To the north-west of the site is the sprawling Faber Hills landed housing estate that stretches for quite a way. So this side has unblocked open views overlooking the landed houses.

North-eastwards are Trilinq and Regent Park. South-eastwards, Parc Clematis condo overlooks Clementi Secondary School towards Clementi township, across Clementi Avenue 6.

The Park Clematis site layout planning is very mindful of our weather. All the tower blocks face almost directly north-south. This minimises the hot afternoon sun, as well as helps to catch the best of the prevailing monsoon winds.

The tower blocks are also staggered and set in such a way as to maximise distances between them, for both privacy and views.

Towers at the south-west of the site have both good and bad points. They get the brunt of the Ayer-Rajah Expressway noise. Hence the blocks are tilted in a north-south orientation to avoid having windows directly facing the AYE, to mitigate some of that. And the units on this side are the ones with likely the best outlook, as the highest floor ones could possibly get views to the sea off Singapore’s west coast.

In addition, the tower blocks will be elevated above ground, so that even the 2nd floor units will clear the landed houses. This also allows landscaping to flow under and through the towers, to create see-through vistas and more gardens at the 1st storey.

PARC CLEMATIS PRICE BACKGROUND

SingHaiyi, the developer, paid SGD$840.9 million for this site. An additional $290.6 million in lease upgrading and differential premium fees were payable, bringing the total land cost to about SGD$1,131.5 million.

Under the URA Master Plan, this site is zoned residential, with a maximum plot ratio of 2.1 (ratio of maximum floor area to land area), equating to 1,330,641 square feet maximum GFA (Gross Floor Area).

This works out to a land rate of just over $850 (PSF PPR) per square foot per plot ratio. After accounting for financing, marketing, development & construction, and overhead costs, the break even to SingHaiyi could be roughly $1,400 PSF PPR. Hence the final selling price should be above that.

SingHaiyi Group Ltd (“SingHaiyi” or “the Group”) is a diversified real estate concern in the business of property investment and development, and management services.   1. Location. The Parc Clematis location lies on the western fringe of Clementi, a township that ranks as one of the more desirable and central HDB estates. It is roughly 8 km from Orchard Road, down Holland Road, and within 10km radius of Raffles Place.

    This site is also on the eastern edge of the Jurong Lake District that is set to become one of the biggest commercial, residential, hotel and leisure hubs in Singapore, as part of its transformation into our 2nd CBD.

  2. Schools. The Parc Clematis condo location should appeal strongly to families with young kids wishing to get a place in a good primary school. It is directly opposite Nan Hua Primary School, seen as one of the top-ranking primary schools, and a co-ed one at that. Once you can get your first child into the school, the younger ones are practically assured of a place too.

    But there are other good primary schools within 1 km of the Parc Clematis location too. Such as Clementi Primary, Pei Tong Primary, and Qifa Primary. The Buona Vista / Clementi area is well-known for its many institutions of learning too, that go all the way up to tertiary level.

  3. Nearest MRT Station. Via the main road, it is roughly 11 minutes walk to Clementi MRT station. However the empty site beside Clementi Primary and Secondary schools is zoned for a HDB precinct. Once this is ready, you should be able to cut directly across it by way of the pedestrian bridge over Clementi Avenue 6, to Clementi Town Centre and MRT station. That will cut walking time to 6 to 7 minutes.

    Being on the East-West line is advantageous. This line is one of the longest in Singapore, joining Jurong on the west to Changi International Airport on the east. Along the way, it passes through Jurong Gateway, Tanjong Pagar, and Raffles Place, and Paya Lebar. Hence it directly links to three of Singapore’s major business centres, including its main one.

  4. Shops, F&B, Supermarkets, Banks. The Parc Clematis location in a mature housing estate means it has easy access to a full range of amenities, many of which can be found at Clementi Town Centre. Or you could take a slightly longer drive to Jurong Gateway and the many shopping malls there.

  5. Accessibility. The Parc Clematis condo location is beside a major expressway, the AYE (Ayer-Rajah Expressway), with an exit to it close by. From there it provides access to the rest of the expressway network, and the rest of the island.
