This presents the upcoming Emerald of Katong condo launch. Situated along Jalan Tembusu, it is the latest new residential development in Singapore’s Mountbatten-Katong neighbourhood.
The Mountbatten-Katong enclave is an interesting part of District 15 and the East Coast area. It blends modern living, heritage charm, and a vibrant street scene. The result is an appealing mix that exudes a cosy sense of community and neighbourliness.
It also sits within the Marine Parade Planning Area, that falls under the Rest of Central Region (RCR) zone. Hence this district is pretty close to Singapore’s city centre, and the business hubs of Marina Bay and Raffles Place.
As summed up by Knight Frank in the context of this Emerald Katong condo development: “Singapore’s East Coast has long been popular with buyers, for its lifestyle amenities, like East Coast Park. Tanjong Katong itself is home to a vibrant F&B streetscape, and residents here will get their own MRT station soon. This location is also away from the city centre congestion, while enjoying quick access to the Downtown via the ECP”.
The Emerald condo site itself is a good size, that allows for landscaping and a complete range of communal facilities. It will have six residential blocks ranging from 18 to 21 storeys high, housing 846 apartments.
The site is fairly conveniently located to amenities too, being around six to seven minutes walk from Tanjong Katong MRT station. Surrounding attractions include lots of streetside eateries, and schools like Haig Girls’, and Tanjong Katong Primary within 1KM.
The Emerald at Katong condo is being developed by a joint venture of Sim Lian Land and Sim Lian Development Pte Ltd. Both are units under the Sim Lian Group, one of Singapore’s most established home grown property companies.

Emeralds are precious gemstones celebrated for their vibrant green hue, evoking an image of vitality, growth, nature.

Emerald of Katong Condominium . Context
Neighbourhood
The project site is a government land sale (GLS) plot along Jalan Tembusu. It was formerly partly empty land, and partly occupied by the old APSN Centre. This land parcel sits in between the Mountbatten and Katong landed residential enclaves.
Mountbatten and Katong, together with Siglap and Marine Parade south and east of it, are the main housing estates of District 15. This district is traditionally seen as a prime residential area, ranking just after the Bukit Timah / Newton / Novena precincts.
Much of this neighbourhood is occupied by private housing, both landed and condominium. There is even a Good Class Bungalow area at Goodman Road. This blend of condos and tree-lined lanes flanked by landed homes gives it a cosy friendly vibe.
Joo Chiat and Katong are also noted for having retained much of its old low-rise shophouse-lined streetscape, that give it an old-world charm.
In contrast, Kallang to the west, and Paya Lebar to the north of the site, are in the midst of huge transformations. They are being rejuvenated into a new lifestyle hub and major economic centre, respectively.
Together, they offer a refreshing and intriguing mix of lifestyle choices: old vs new, future vs past.

Views
The Emerald of Katong site is relatively unblocked on its east, west, and for the time being, south. However the open land parcel to its immediate south is zoned for high-rise residences. Hence at some point down the line, it will likely be built up to an equal height.
To the east are rows of low-rise terrace houses on state land. These were recently refurbished, and are currently rented out. So there is no guarantee that views to the east will remain open indefinitely.
But to the west of the Emerald condo, is the low-rise Mountbatten landed housing enclave. So views this way at least, to the city and Singapore Sports Hub, are likely to remain unobstructed.

Connectivity
The Emerald at Katong condo is around 7 minutes walk, or about 500 metres, to Tanjong Katong MRT station. This station, and section, of the Thomson-East Coast Line (TEL), just started operations in mid-2024.
Which brings us to a fun fact about District 15. It was possibly one of the last remaining districts of Singapore without easy access to a train line for a long time. Yet it continued to thrive and attract tenants and owner-occupiers alike.
One reason could be that it is well-served by lots of buses. Since it is not far from the city centre, it doesn’t take very long to get in by bus.
Once the TEL started running here on 23 June 2024, this location could only become even more desirable. From Tanjong Katong, to Marina Bay interchange station in the CBD, is roughly a 15 minute ride.
For those who drive, Katong has always been favoured for its quick access both to town, and to the airport. It takes around 20 minutes to get to Changi Airport via the ECP, and 15 minutes to the CBD via Marina Coastal Expressway.

Emerald at Katong Site Plan
Emerald of Katong is a high-rise condominium within the Tanjong Katong / Mountbatten private residential estate. It occupies an almost rectangular land parcel at Jalan Tembusu, set in from Haig Road to the east, and Tanjong Katong Road to the west.
Under the URA Master Plan, the plot is zoned for residential use, with a 3.5 plot ratio. Vehicular access is via Jalan Tembusu, on the northern boundary of the parcel.
Directly to the north and south of the site, are land parcels similarly zoned for high-rise residential.
On the north across Jalan Tembusu, are the existing 17-storey Haig Court, and the upcoming 21-storey Tembusu Grand. Tembusu Grand is scheduled to complete in 2028. The Emerald condo is likely to be slightly taller, given its 3.5 plot ratio compared with its northern neighbours’ 2.8 plot ratio.
Immediately south of the site is an empty land parcel, also zoned for residential at 3.5 plot ratio. So it will be built up to the same height later. Any views therefore, to the north and south, will be likely pocket views.
However, both to the east and the west, the views are sweeping and unblocked. On the east is state land, upon which sits some rows of old terrace houses. These are currently rented out, so nobody knows if, and when, this site might be redeveloped. However these houses were recently refurbished, so it could be some time yet.
Beyond that, across Haig Road, we have a low-rise landed housing estate sprawling all the way to Telok Kurau.
While on the west of the site, we have a small piece of land zoned for medicare and a park. Both are low-rise too. Beyond that is Tanjong Katong Road and the Mountbatten landed housing estate, that stretches to Kallang.
These areas should remain low-rise indefinitely, allowing for unblocked views of the Sports Hub and the CBD skyline. It allows for wind flows through our site too.
Overall, being mainly surrounded by private housing, and away from major roads, the Emerald site should be fairly quiet.

BREAKDOWN OF EMERALD CONDO PRICING
URA awarded the tender for this site to Sim Lian Land Pte Ltd and Sim Lian Development Pte Ltd in August 2023. Sim Lian had placed a bid of $828,800,000 for the 221,438 square feet plot.
Interestingly, the only other tenderer for the site, a joint venture of Frasers Property Citrine and CDL Constellation, had bidded $828,000,000, or barely 1% less. Such a very close margin is unusual, or can be seen as a concurrence on market perspective by both parties.
Based on its URA Master Plan 3.5 plot ratio, the land cost works out to roughly SGD$1,069 per square foot per plot ratio (PSF PPR). This is one of the lowest land rates in the current batch of launches.
In fact one might even say that at this land rate it is undervalued. Compared to other GLS (Government Land Sale) tenders around the same time frame. For instance, the $1,223 PSF that Pine Grove Parcel B sold at, with no MRT station in sight. Or the $1,360 PSF that the Toa Payoh Lorong 1 site fetched. Or the $1,250 PSF paid for the Clementi Avenue 1 site, a 12 minute walk at least from Clementi MRT station.
It is also a fair bit lower than the $1,302 PSF PPR land rate that CDL paid for the Tembusu Grand site just opposite. Which could reflect market sentiment, given the more stringent ABSD rules that have dampened demand.
However some of the difference could also be due to URA’s new definition of floor area to include air-conditioner ledges into gross floor area. This eats into developers’ saleable floor areas, and thereby their profit margins.
In addition, the successful tenderer for this site is responsible for creating a 0.52 hectare public park on an adjacent site. They have to retain the nine rain trees on it, and comply with NParks and URA’s requirements. Building the park would further add to total development costs borne by the tenderer.
This is further exacerbated by the currently high interest rates, and record-high construction and labour costs.
As for possible selling prices, Knight Frank thinks it could start from around $2,100 PSF, and average between $2,200 to $2,400 PSF. However given that Tembusu Grand opposite sold 340 units at an average of $2,465 PSF at its launch weekend, Emerald at Katong certainly has more leeway in its pricing.

Emerald at Katong Location · Features

Location. The Emerald condo sits along Jalan Tembusu, between Haig Road and Tanjong Katong Road, in Singapore’s Marine Parade Planning Area. This straddles the predominantly low-rise private housing estates of Mountbatten to the west, and Tanjong Katong to the east.
Jalan Tembusu is a small estate lane. Both Haig Road and Tanjong Katong Road are also not very big thoroughfares. This area is hence a relatively a quieter one, given its surrounding generally lower-density character.

Nearest MRT Station. The Emerald of Katong location is roughly 500m, or about 7 minutes walk, from Tanjong Katong MRT Station. This is on the Thomson-East Coast Line, which runs through a fair bit of Singapore. Lots of things to eat and do along this line! See attached LTA brochure…
It starts in the north from Woodlands, runs down Lentor and Thomson, circles round Orchard, Shenton Way and the CBD, and turns east to East Coast and Bayshore. Tanjong Katong station itself is not too far from the city centre, being around 15 minutes ride from Marina Bay. The Marina Bay station is an interchange station with the Circle and North-South MRT lines.

F&B, Shops, Supermarkets, Banks. The Emerald condo location has been for a long time, something of a foodie’s haven. For a start, the old shophouses that line Tanjong Katong Road offer a mishmash of culinary fare, services and shops. There are old-time hawker favourites, cafes, bistros and bakeries, fruiterers and confectioners, stationers, clinics, salons, and pet shops.
Then up Haig Road, there is KINEX mall. Down Haig Road, is Tanjong Katong Shopping Centre. From there a short walk brings residents to the nostalgia of shophouses along East Coast Road, and to Katong V Mall as well as i12 Katong.
These are not too far from Marine Parade Central and Parkway Parade, traditionally the retail hub of the East Coast. Here we have an almost complete range of cafes, fast food joints, restaurants, shops, supermarkets and banks. In fact the Parkway Parade vicinity is probably one of the few spots in Singapore where almost all the major banks are represented in one place.
For something newer, roughly 1.5KM north, are PLQ Mall and Paya Lebar Square. These link directly to Paya Lebar MRT station, and sit at the heart of URA’s plans to regenerate and turn Paya Lebar into a bustling business centre.
::Both are vibrant commercial mixed developments with modern Grade A offices and several levels of retail experiences. These house more than 350 outlets and F&B options, that span over 430,000 square feet of retail space.

Schools & Educational Institutions. There are two primary schools within a 1 KM radius of the Emerald condo location. Of the two, Tanjong Katong Primary School at Seraya Road, is really very close by. Barely 3 to 4 minutes walk south-east of the site, via Jalan Tembusu or Jalan Beringin. The other is Haig Girls’ School, 5 minutes drive away.
In addition, there are other highly regarded primary schools within a 2KM radius too. Names like Kong Hwa, Tao Nan, CHIJ (Katong) Primary, and Geylang Methodist Primary School come to mind.
As for secondary schools, there are quite a few well-known ones in close proximity, or within easy reach. Tanjong Katong Secondary, and Tanjong Katong Girl’s schools are situated a short walk to the north of the site. While Chung Cheng High is roughly seven minutes walk directly to the west of the site, along Goodman Road.

Sports, Recreation & Leisure Activities. Possibility the biggest attraction of this area where sports and recreation are concerned, must be East Coast Park and Beach. These lie one KM south of our Tembusu condo location, via Tanjong Katong Road and East Coast Park Service Road. Close enough for more energetic residents to cycle or walk there.
The Singapore Sports Hub, and National Stadium, are also pretty close by, about 3 KM to the west.

Accessibility & Connectivity. One reason for the timeless appeal of East Coast homes, is their proximity and easy connectivity to the CBD. From the Emerald at Katong location, to Raffles Place, is a roughly 15 minute drive.
Residents can get to town via Mountbatten Road and Nicoll Highway. Or get onto the East Coast Parkway (ECP) via a 1KM drive down Tanjong Katong Road, and from there, the expressway network. The ECP joins the MCE (Marina Coastal Expressway) within a short distance, leading to Marina Bay, and the financial district.
The East Coast is also valued for its quick access to air travel. Changi Airport is about 20 minutes drive from our Tembusu condo location, especially benefiting residents who need to travel frequently.
