This is a Review of the Lilium condo, a 5-storey residential development at How Sun Road in the Paya Lebar / Bartley area. It offers home-seekers and investors a brand new freehold property within walking distance of Bartley MRT station.
The immediate neighbourhood is predominantly private landed residential, zoned low-rise and comprising mainly landed housing with some 5 storey apartments. It is an old estate with a long history, but undergoing rejuvenation in tandem with URA’s exciting regeneration master plan for Paya Lebar, and the development of Bidadari New Town nearby.

The Design Concept
This development draws its inspiration from night blooming flowers which thrive under moon light, hence the name Lilium. The aim here is to provide a welcoming space, with the quality of peace and quietness that evenings can bring.
Designed for families, the project comprises two 5-storey blocks overlooking the condominium’s facilities which are set out across an elevated communal landscape deck.
A 30-metre lap pool is a central feature between the two low-rise blocks, framed by parallel pool decks serving as a boardwalk. Between these and the residences are the lily ponds that radiate a mood of serenity and calm.
The surrounding environment encourages residents to relax and enjoy their home at a gentler pace. Here, residents can slip away from the hustle and bustle of the city, into a quiet place to refresh, relax, and recharge.
The Lilium Condo . Background
The Lilium condominium is being built on the site of the former How Sun Park. How Sun Park was a three-storey development of 20 townhouses, sitting on 54,942.7 square feet of freehold land.
The owners sold the site collectively in November 2017 to SingHaiyi Huajiang Amber, a fully owned subsidiary of the SingHaiYi Group.
Under the 2014 URA Master Plan, this plot is zoned for residential use with a 1.4 plot ratio (ratio of maximum floor area to land area), which works out to a GFA (Gross Floor Area) of 76,920 square feet. Maximum allowable height is up to five storeys.
The Lilium Singapore . Neighbouring Township
The How Sun estate has long been a pleasant place to live in, though somewhat lacking in amenities. However the completion of Bartley MRT station on the Circle Line brought ease of travel.
Now the development of Bidadari New Town to the south across Bartley Road will bring more amenities, and make the Lilium condo an even more attractive proposition besides its freehold status.
Bidadari New Town is one of only three areas (the other two being Tengah and Tampines North) earmarked for residential development under the January 2013 Master Plan. This plan by the Ministry of National Development is to cater for 700,000 new homes for a possible population of up to 6.9 million by 2030.
Due to similar attributes it shares with Bishan, Bidadari is often seen as “the next Bishan”, and is unsurprisingly, one of the most sought after of the new residential estates. Given the chance to build it from scratch, the planners are set to transform it into a “distinctive and sustainable tranquil urban oasis”.
For a start, NParks will build a large 10 hectare park on it, called Bidadari Park, that retains much of its existing peaceful rolling landscape. Residences here will be connected through pockets of open spaces. A section of the leafy tree-lined Upper Aljunied Road will be turned into a pedestrianised heritage walk, showcasing the heritage and history of Bidadari.
The whole estate will be pedestrian and cyclist friendly, and well supported by a community hub, with shops at Woodleigh Mall and Market Square.

This project features well-sized 2, 3, and 4-bedroom apartments and penthouses. All the units display full-height windows to visually extend the interior spaces, and draw in the calming effect of the landscaped grounds.
The Lilium Condo Site Plan
The Lilium Singapore site is within the private low-rise residential estate spanning between Paya Lebar and Bartley roads. Access is via How Sun Road, off Paya Lebar Road.
On its north-east, the site fronts onto Paya Lebar Road. But the buildings on the site are set well back from the road, with quite a good buffer zone in between. To its north-west is a small 41-unit 5-storey high condominium, La Dolce Vita.
The neighbours on the other two sides of the Lilium condo are two storey high – landed houses to its south-west, and a row of shophouses across How Sun Road on its south-east, that offers an eclectic mix of eateries.
The whole environment here is pretty laid back and airy, with a small community feel to it.

BACKGROUND TO THE LILIUM CONDO PRICE RANGES
SingHaiYi paid SGD$81.09 million for the site. On top of that, development charge of $2.92 million is payable, to develop the Lilium site to its maximum 1.4 plot ratio, bringing total cost of the land to SGD$84.01 million.
This works out to $1,092 per square foot per plot ratio (PSF PPR) for the land alone. After factoring in construction, development, financing and overheads, the break even cost to the developer should be around $1,600 to $1,650 PSF.

Location. The Lilium location is in a long established residential enclave, a neighbourhood that has been around for over 50 years. On the edge of district 19, and close to district 13 and the new Bidadari estate.

Shops, Banks, F&B, Supermarkets. In the immediate vicinity, we have some coffee shops nearby offering a truly eclectic mix, ranging from old style hawker food stalls, to local delights like prata and laksa, and cafes with more cosmopolitan fare, to car accessory shops.
No big shopping mall within walking distance of the Lilium location, but across Paya Lebar Road is the relatively new Kensington Square. Houses a mid-size Giant supermarket, so you are able to get most of the basic necessities there.
A 5 minute drive will bring you to Nex, the biggest mall in the north-east of Singapore. Or you could take a bus down Paya Lebar Road to Paya Lebar Square, where the new Paya Lebar Quarter with its 7 storey mall will have opened its doors by the time the Lilium condo is ready.

Lifestyle Amenities. Paya Lebar Quarter, together with Paya Lebar Square, are milestones in the URA transformation of Paya Lebar into a major economic hub, and will be one of the most happening and coolest places to hang around in, in future.

Schools. The Lilium condo location is pretty ideal for families with young children hoping to get into a well-regarded primary school. It is within 1 km of both Maris Stella primary school (for boys), and Paya Lebar Methodist Girl’s primary school. Both are not as difficult to get into as for most other sought after schools, but they still provide a very good holistic education.

Nearest MRT Station. Depending on which route you walk, the Lilium location is 500m to 750m, or around 7 to 9 minutes walk, to Bartley MRT station on the Circle Line.

Accessibility. The nearest highway is the KPE (Kallang Paya Lebar Expressway). Getting to it takes around 5 to 10 minutes, depending on traffic. But exiting from it to the Lilium location is very quick – about 5 minutes.
